Position Description – Purpose

This position will fill the role of Project Quality Lead for a P&T Upstream Major Project and will have accountability for delivery of the project quality program and for assuring that the QA program is delivering the desired results.

The Project Quality Lead is part of the East’s Quality, Integration and Project Support department.

The Project Quality Lead is accountable for the development and delivery of various quality deliverables to the project team. This includes the project quality plan, DCAF / PCAP, flawless project delivery, technical integration verification, robust contract language, vendor assessments, oversight of QA programs, identification of quality resource needs and auditing / tracking to validate QA programs are working.


Position Description – Principal Accountabilities

The Project Quality Lead (PQL) will be accountable for the following:

The development and implementation of the overall Quality Plan for the project.

The Quality Plan will be a comprehensive instrument including design, equipment manufacture, facility construction and commissioning activities, leading to operational handover to the operating asset.

As part of the overall Quality Plan, incorporate the Flawless Delivery Process and coordinate/ monitor implementation with the other members of the Project Leadership Team.

As part of the overall Quality Plan, incorporate the Technical Integrity Process and coordinate/monitor implementation with the other members of the Project Leadership Team.

Coordinate implementation of the DCAF. This will require working with members of the Operating Asset and Project Leadership Teams to ensure familiarity with deliverable requirements and obtaining adequate coverage from Company Technical Authorities outside the Project.

As part of the Quality Plan implementation, assume a visible leadership role within the Design, Construction and Commissioning teams to promote the Quality function as a resource to answer questions and to monitor implementation. Play a leading role in the development of the Asset Handover Plan (from the Project to the Operating Asset).

Work with the Project Leadership team members to develop resourcing plans for Quality personnel and help obtain these resources as required. Assist Project Leadership team members in the development of capital cost estimates that account for the agreed levels of Quality support.

Assist Project Services in development of the Opportunity Assurance Plan. Develop Quality audit plans and schedules.

Interface with the project quality personnel to ensure alignment with the overall Quality Plan and develop relationships such that quality issues can be proactively identified and resolved. The Project Quality Lead is the representative for sponsoring investigations into quality issues which have the potential to impact any of the project’s key targets


Position Description – Dimensions

The quality support structure for this role will be provided by the Houston based QIPS personnel. In addition, support is also provided via the other quality resources supporting major projects around the globe.


Position Description- Additional Comments

 The Project Quality Lead role may also include technical coordination / integration of the engineering disciplines on a project.


Experience and Qualifications

    Bachelors of Science in Engineering.
    10+ years of experience in the oil and gas industry.

Ensure an audit trail is in place that demonstrates findings from all assurance activities required to demonstrate Technical Integrity are properly closed-out:

o Standard Deviations Register
o Management of Change
o OR&A Flaws mitigation
o Project Reviews (Peer assists, model reviews, operability reviews, etc..)
o HAZOPs (and Hazard and Effect Management Processes in general)
o Project QA Audits -
Ensure project compliance to the Design Engineering Manuals DEM-1 and DEM-2 (Process Safety Basic Requirements).

Assist In the management through close-out of gaps, to achieve a successful Ready for Start-Up audit.

- Shall accelerate workpacks issuance in compliance with the latest Client’s work programme (Integrated Barge Schedule)
- Shall incorporate the latest project key dates in the workpacks as per the latest Client’s work programme (Integrated Barge Schedule)
- Shall comply with all Client’s Procedures and Guidelines and ensure incorporation into the workpacks
- Shall review all workpacks and ensure all safety concerns are addressed and accurate
- Shall show Management Visibility commitment

Position : HSE OFFICER
Job Purpose
To provide effective HSE coordination and representation of company activities at Company’s contracted work sites, ensuring HSE risks are managed according to Company HSE Management Standards.

Qualification
- Recognised qualification in occupational health and safety e.g. Certified SHO with DOSH, Malaysia or equivalent International recognized body
- Malaysian national essential.

Competencies
- Good leadership ability
- Good communications skills
- Fully knowledgeable in hook-up & commissioning activities
- Risk management and risk assessment skills
- Ability to conduct HSE Audits

Experience
- 5 years plus HSE experience in oil and gas exploration and production
- Prior experience working in a PSC environment
- Working experience with workboats
- Offshore working experience essential
- Supervisory experience in offshore operations HSE function.

Position Description
- Manage HSE issues on the worksite to ensure the effective use of resources and the achievement of HSE plans and objectives.
- Provide HSE advice and assistance to Company Site Representative
- Liaise with onshore HSE Engineer & Client’s HSE staff to ensure effective use of best practice and consistency in approach to HSE activities.
- Promote a risk based approach to HSE management systems and ensure implemented and fit for purpose.
- Support the implementation and achievement of targeted HSE objectives and performance measures.
- Lead initiatives to promote visible and proactive management commitment and employee involvement in HSE activities.
- Review existing training plans and specific campaign training needs, provide training as appropriate and/or facilitate visiting specialist trainers.
- Ensure there is an effective system for collecting, storing, analysing, tracking and reporting HSE performance data.
- Completion of weekly HSE reports.
- Participate in HSE Audits with Client.
