Project Manager KL, Malaysia


Job Description

Our client in KL, Malaysia are cyclone separator specialists servicing the oil & gas production and processing industry.

They are seeking to hire a PM, the ideal candidate will be an Westen Xpat currently working/residing in Malaysia.

General Description:
The Project Manager, has the importanttask of co-ordinating all the engineering aspects and ensuring excellence inthe integrity of the work performed, and the supply of goods and services in atimely manner.

Specific Duties:

1.0  Sales support function for proposal / tenders: (At this stage, he plays a consulting role)
  • review project documentation in detail, and providetechnical input
  • assist in all technical clarifications, and advise SalesManager of delivery/commercial impacts
  • provide cost inputs based on the most efficient projectexecution approach
  • advise contingency level based on potential areas for priceincrease, cost overruns etc.
  • advise on the most appropriate selection for material,equipment, and system configuration/layout

2.0  Project award stage :  (From this stage onwards, he is in the driverseat)
Taking-overfrom sales:
  • review and understand the obligations/commitments tocustomer based on tender documents, bid documents and contract documents andseek clarifications from sales staff on “gray” issues
  • assumes full responsibilities for cost and marginaccountability based on projected cost
  • ensure sales staff has properly introduce his appointment tothe customer
  • project focal point for all technical and commercial issues

Co-ordinatewith engineering & drafting staff to :
  • finalize the project engineering plan/schedule andconceptual layout
  • ensure understanding of key design parameters and relevantcodes/specifications
  • finalize overall project execution plan
  • provide management with summary of execution plan, resourcesrequired, cost, margin
  • discuss and review with management to finalize the overallproject plan/execution approach

3.0  Project management stage : (Severalactivities will need to be carried out concurrently)
Contractsadministration:
  • ensure all contractual obligations are met, such as letterof credits
  • co-ordinate with accounts/legal dept. on contractual issues

Management ofprocurement activities:
  • source, evaluate, negotiate, propose vendors selection tomanagement with price, delivery, payment terms, expected order placementschedules and cash outflow schedules
  • order placements accordingly to plan and adjustment based onproject situation
  • monitor project situation and expedite or delay delivery/receiptof items accordingly
  • inspect/check items & documentation prior toauthorization of payments

Management ofsub-contractors :
  • source, evaluate, negotiate, propose sub-contractorsselection to management with price, reasons for recommendation, proposedcontract terms and conditions, and planned timing for contract awards.
  • contract awards accordingly to plan and project status
  • supervise contract works to ensure compliance to variousrequirements including quality, progress, testing, certification, safety.
  • establish good relationships, but in a professional approachto facilitate amicable resolution of any crisis, including favorablenegotiation on work variations.

Customerrelationships:
  • improve on existing relationship with customers in aprofessional manner to facilitate smooth resolution on any technical orcommercial issues (do not adopt an argumentative approach)
  • liaison with relevant regulatory authorities
  • ensure compliance to the relevant requirements

Projectdocumentation and records
  • ensure all technical/commercial issues are properlydocumented, recorded and transmitted.
  • ensure full compliance to the project documentationrequirement
  • as a minimum, customers should be provided with at least twosets of project MDRs and technical/brochures of all buy-out items andconstruction drawings even if these are not spelt out in the customer’scontract or specifications.

Management ofproject cost and profitability
  • explore all possibilities for cost reductions and variationclaims
  • formulate plan and execute plan to minimize project costs
  • judgment calls on most appropriate approach and timings tomaximize variation claims

Management ofcrisis
  • identify possible crisis potentials and adopt preventivemeasures
  • utilization of internal and external resources to resolve crisis to minimize the impacton company credibility and profitability

Logisticsactivities - source for the most cost effective logistics means

Administrationof accounts receivable and payable
  • monitor and initiate process and paperwork for accountsreceivables and payables as per payment schedules
  • negotiation for early receipt of accounts receivables
  • negotiate for delays in accounts payables

Management ofinformation
  • ensure proper transmission of relevant information tocustomers on timely basis
  • ensure feedback of proper and relevant project summary tomanagement. As a minimum, this should consist of project brief on a fortnightlybasis on issues that will affect profitability and credibility of company.
  • act as eyes & ears and provide feedback to Sales staffon customers’ comments, new projects etc.

4.0  Project completion stage :

Ensure properhanding over of projects to customers
  • all aspects of documentation, technical, commercial etc.
  • Final project debrief to sales, engineering and accountsdepartment

5.0  Project commissioning :

Ideally, theCommissioning Engineer should have the services of the Project Manager for aperiod of time during start-up, as he knows the in-outs of the project, and hasalready establish a good relationship with the customer. Although a nice tohave, this may not be possible in most cases due to other work priorities.
